So, it was okay to sit on the Capitol Steps in 1915 when demonstrating for women’s suffrage and in 1969 when demonstrating against the Viet Nam War, but not in 2012 when demonstrating for women’s reproductive rights. Perhaps it’s time to ask whether the current rules governing assembly on the Capitol grounds are, in fact, constitutionally defensible reasonable “time, place, manner rules.”
